Treasurer Wiessmann names N. Anthony Calhoun Executive Deputy State Treasurer

     HARRISBURG (June 25) – State Treasurer Robin L. Wiessmann has appointed N. Anthony Calhoun, former Deputy Chief Financial Officer and Treasurer of the District of Columbia, to serve as Executive Deputy State Treasurer. 

      “We are truly fortunate to welcome Tony to the Treasury team as he brings an amazing breadth of experience to the Department,” Wiessmann said.  “His leadership played an important role in many of the dramatic improvements and impressive accomplishments that have contributed to the improved fiscal health of the District of Columbia.”

     Calhoun has served the government of the District of Columbia in various roles since 1981, most recently serving as Deputy Chief Financial Officer and Treasurer of the District of Columbia for almost six years, before starting his own financial consulting firm that served both government and private sector clients in November 2005. 

     As Deputy CFO and Treasurer for the District, Calhoun was responsible for the District’s $7 billion budget, including cash management, pensions, banking relations, asset management and disbursements.  In addition, Calhoun administered the District’s unclaimed property program and the DC 529 College Savings Plan. 

     “From banking to unclaimed property to college savings, Tony will be an invaluable asset and advisor for so many Treasury programs and services,” Wiessmann said.

     Prior to being appointed the District’s Deputy CFO and Treasurer, Calhoun turned the Pension Benefit Guarantee Corporation’s $3 billion deficit into an over $9.8 billion surplus in just eight and a half years as Deputy Executive Director and Chief Financial Officer. 

     Calhoun joined the District of Columbia in 1981 as a member of the Office of Controller, before serving as the financial manager of the District’s Department of Human Services from 1983-84.  He went on to serve as the District’s comptroller for the almost ten years.  In 1990, he was elected president of the National Association of State Controllers by his peers. 

     In 2000, Calhoun was given the highest honor a financial manager in the federal government can receive, the Donald L. Scantlebury Memorial Award from the Joint Financial Management Improvement Program, which is a cooperative undertaking of the U.S. Department of Treasury, the Office of Management and Budget, the Government Accounting Office, and the Office of Personnel Management.

     Calhoun earned his master’s degree in business administration at the University of Pennsylvania’s Wharton School and his bachelor’s degree at Howard University.  He is the recipient of a certification from the Program for Senior Managers in Government at Harvard University’s John F. Kennedy School of Government and was certified as a government financial manager by the Association of Government Accountants.

     Calhoun, who was born and raised in Philadelphia and Yeadon, Pennsylvania, currently lives in Maryland, with his wife Lois and their three sons.
